Time Magazine cited the Davao City Mayor and the now approaching 16th-President of the Philippines as the "The Punisher" on their newly released magazine cover issue dated May 23, 2016.
Duterte is not yet officially announced as the President of the Republic of the Philippines but he now joins the ranks of other past PH Presidents Fidel V. Ramos, Benigno Simeon Aquino and Corazon Aquino, 1986 Time Magazine Woman of the Year. Premiere boxing champion and now incoming Senator Manny Pacquiao also graced the cover of the prestigious TIME magazine in 2009.
This Magazine issue titled “The Punisher: Why Rodrigo Duterte is the Philippines’ new leader?” was written by Charlie Campbell and photographed by Edwin Tuyay, a portrait and wedding photographer from Quezon City, Metro Manila.
According to the freelance photojournalist, this cover photo was part of the photos taken last year for August issue of Asian Dragon Magazine. He also clarified that "Duterte did not posed for Time, they bought this cover photo for 1-time-use-only".
